Ceira Fleming

Ceira joined the OPCC in August 2025 as Commissioning Manager. 

Ceira graduated from university with a degree in Criminology, Criminal Justice and Sociology, providing a strong foundation for her work within the criminal justice and policing landscape. She also holds CIPS Level 5 training and has professional experience as a Procurement Officer with the Forensic Capability Network, where she supported national forensic services through effective and compliant procurement processes.

At the OPCC, Ceira brings together her academic background, procurement expertise and commitment to high-quality service delivery. Outside of work, she enjoys spending time with her family and walking her two rescue dogs, Bones and Callie.
